Sen. Lindsey Graham, R-S.C., announced a plan to introduce legislation that calls for Mexican cartels to be designated as terrorist organizations and allows use of military force to go after them. Graham wants to give President Joe Biden congressional authorization to take action against cartels, calling Mexico a “narco-terrorist state” on March 8, 2023.
